J. Smith reported on the latest Task Force~eport which was negative. He noted that the Soviet involvement at the SAM sites in North Vietnam had decreased and now was largely advisory. Kent noted receipt of a letter to the DCI from Hornig requesting an Estimate on Soviet Space Activities by 1 October. It was agreed that a negative response would be drafted. deSilva noted a cable from the Embassy in Saigon which reported on a meeting between a NewsWeek staffer and Tri Quang. He further noted that Tri Quang had forwarded another letter to the President which made obvious the former's megalomania. The DDCI noted the first of a series of articles in the New York Times by Charles Moore on whether the U. S. is winning the war in South Vietnam. He suggested that this series be followed closely. Earman reported that members of the Executive Committee would be receiving forms from the Executive Director regarding possible conflict of interest. He reported that the Agency officers involved would simply list the kinds of stock they held, but would not be required to list amounts. (See Action item 1) Bross reported on a conversation he had with Friday on the recent Panel report concerning coordination of publications and drafting of Estimates. The DDCI suggested that the Agency go ahead and develop the best refutations possible on these items. Wheelon and Duckett. He furnished the DDCI with a copy of a memorandum from the Joint Chiefs on University I (terminated its research projects with the Agency. The DDCI noted that he had received a call from the DCI Saturday afternoon. (See Action Item 2) He further noted that he had received a call from Mr. John McCone yesterday morning in which the latter had expressed concern regarding a series of articles by a Frenchman con- cerning the U. S. role in Vietnam. DDCI requested that Mr. Godfrey review these articles and make recommendations as to the merit of pre- paring a refutation of them. The DDCI also reported that reports of The DDCI noted that he had read the latest cable from Consul General Rice in Hong Kong and requested that the views therein be compared with the Agency's own thinking on developments in Communist China. (See Action Item 3) Lastly, the DDCI reported that the President had read the latest SNIE on the security situation in the Dominican Republic. ACTIONS 25X1 25X1 1.
