MEMORANDUM FOR THE RECORD
Morning Meeting of 20 June 1966
R. J. Smith tabled the weekly report of Project and 25X1
reported on an extensive study of Soviet shipping to North Vietnam which
had been conducted by ORR.
The DCI initiated a discussion of further military pressures
which might be brought to bear on North Vietnam.
Godfrey noted the beaching of a Viet Cong arms carrier off the
coast of South Vietnam. He noted a report that Tri Quang is under house
arrest.
Kent reported that there is a strong rumor that Hornig will ask
for a SNIE on the Soviet Space Effort. This Estimate is scheduled for
January and if it is to be done any earlier, it will conflict with other major
Soviet estimates.
The DCI noted the story on the front page of the New York Times
today concerning an improved capability for the ICBM. (See Action item 1)
Bannerman reported that an Agency nominee had been designated
to participate in the Logistics Task Force. The DDCI gave background
on this matter which related to the BOB's concern on[ ~ procurement 25X1
deSilva stated that the conflict between the Government and the
Buddhists in South Vietnam appeared to have reached a final phase. He
noted that his trip to Wellesley last week had gone off well. -
Houston reported that the original McCarthy resolution on the
Agency had been changed to delete paragraphs relating to appropriations
and budget review.

he DDCI noted that he had read Marquis Childs' column this
morning on Vietnam which prompted him to wonder who in the Agency is
reading various articles in Le Monde. The DDI stated that he would
have his people look into this.
