Military developments are covered in the daily memo and the CIB. DD/I noted that the ORR briefing of General Maxwell Taylor yester- day had gone well. Godfrey briefed on the situation in Vietnam. He tabled a memorandum concerning France, the USSR, and European security. It was agreed to give the memorandum standard dissemination.
