MEMORANDUM FOR THE RECORD
Morning Meeting of 9 June 1966
DDI said that a tentative date of 20 June had been arranged for a
briefing on Soviet nuclear tests at Semipalatinsk to be given to Secretary
Rusk and AEC Commissioner Seaborg. This relates to interest in
Godfrey reported, in answer to an earlier DDCI inquiry, that a
story in the New York Times this morning on Soviet missiles is in fact
an accurate reflection of current NIE's.
Kent noted that the latest photographic take may cause some USIB
members to request issuance of a Memo for Holders of 11-8. Kent's advice
is that this be turned down pending issuance of the regular annual 11-8
some three months hence.
Kent suggested that the Senatorial group planning a visit to Cambodia
be offered an intelligence briefing by Agency officers. DCI concurred with
this and offers will be made to the Administrative Assistants of the
Senators involved.
Kent and DDP discussed varying hypotheses covering the rationale
for the current purge in China. The subject is under study in ONE.
Kent reported on his visit to the Army War College.
DDS noted that General Maxwell Taylor and had attended
the auditorium presentation yesterday by Dr. Belden of on Pearl
Harbor. General Taylor had suggested that a similar presentation might
be made covering the Bay of Pigs.
DDS noted that the Agency plans to begin a "Program Learning"
course in French and Spanish.
In answer to DCI's inquiry, deSilva reported on the current situation
in Vietnam. (See Action item 1)
Houston reported that the staff members of the Stennis Senate
Preparedness Committee have requested NIE's on the French position
concerning NATO. A DDI briefing on this subject will be offered instead.

A/DDS&T reported the planned recovery of today.
A/DDS&T reported on current discussions he is having with DIA
and the special committee of consultants belonging to DIA in connection
with the Soviet ABM program. (See Action item Z)

VOA and RFE in connection with three radio frequencies which VOA has
asked that RFE give up. RFE has said no.
Executive Director noted receipt of a letter from General Davis of
the Air Force Systems Command requesting more meaningful intelligence
and estimates pertaining to Soviet R&D of weapons designed for eventual
use 5 to 10 years in the future. This led to a lengthy discussion of the
tough problems presented by this request. DCI noted the continuing need
for Government-wide consultation and coordination to improve R&D
intelligence, and for the Agency there is much to be done to ensure the
best possible collection guidance. It was agreed that DDI, DDP and
DDS&T would meet to develop improved working arrangements to do all
that is necessary to enhance the state of our knowledge.
Executive Director noted a letter from Secretary Vance commending _

nated for PPB university training, one at Chicago, the other at Carnegie
Tech.
DDCI commended for reading State Telegram Baghdad 744 pertaining
to current Soviet activities in the Middle East.
ACTIONS
1. DCI requests that SAVA undertake to do some contingency planning
setting forth alternative courses of action which might be pursued to estab-
lish order in Hue. (SAVA to report by 16 June)
2. DDS&T is requested to arrange to brief the Hyland Committee
on current interest in the Soviet ABM program, and to undertake to
develop support of the Hyland Committee for Agency views.
