DD/I said that Navy submarine officers were conducting a briefing for representatives from all parts of the Agency at 10 a. m. here this morning. Godfrey reported that Soviet Ambassador Dobrynin had paid a call on Ambassador Thompson on 30 May to ask about the situation in Cuba. Circumstances made it clear that the Soviets were suspicious of U. S. plans at the time. Thompson dispelled them. Kent reported that ONE, OSI, and ORR officers yesterday briefed General Taylor and Messrs. F_~and Ash on Soviet ABM programs. Sheldon reported a useful session with Colonel yesterday. This was in connection with a paper on Far Eastern intelligence targets as they relate to OXCART deployment. CIA and views are identical. The JCS has recommended to Secretary Vance that OXCART be deployed forthwith and be used over Communist China. DD/S reported that a meeting will take place tonight in an effort to settle the purchase of the nearby Travers tract. DD/S reported that as of 6 June a shoe-shine boy will be on duty in the barber shop. He reported also that JAEIC has been meeting to discuss a Presidential directive concerning reclassification of re- leases pertaining to nuclear events. The paper will be put before USIB in about two weeks. Prior to that, the Chairman of JAEIC will confer with the DCI. ADD/S&T said he would be meeting with DOD DD/R&E officials this afternoon to discuss the ABM directive from Secretary McNamara. DIA has invited ADD/S&T to sit in with DIA and to become acquainted in detail with their position on this subject. DD/P commended a current article in the Saturday Evening Post by Joe Alsop on Vietnam. Consensus is 25X1 that Sihanouk is likely to be eased out of command over the next five years. Executive Director noted a request from the Civil Service Commis- sion that the Agency mount a collection campaign on behalf of the Metro- politan Police Boys Club. It was noted that this is not generally con- sistent with Agency policy of collecting only for the Consolidated Charity Campaign, but in view of high-level interest, the Agency will do what it can. Executive Director noted some question about an Agency contribution to the General William H. Blanchard memorial fund at the USAF Academy. It was agreed that there will be no Agency contribution.
