Morning Meeting of 27 December 1966
Godfrey reported that the weekend was generally quiet. He called
attention to extensive coverage in this morning's New York Times on
bomb damage to nonmilitary installations in North Vietnam.
Godfrey noted a series of four bomb incidents in Amman, probably
the result of Palestinian terrorist organizations. He said there has
been no reporting from Cairo on the Arab Defense Council after Friday's
abortive meeting. It therefore seems possible that concern over the
amount of pressure which. the Council might generate against Hussein
was overdrawn. He noted that the Bahamian situation has quieted down
DDCI complimented the Operations Center on the reporting of intel-
ligence over the weekend. Godfrey added that weather conditions neces-
sitated that two of the weekend watches stand twenty-four-hour shifts.
Kent said that he has not yet heard from the State Department on
new terms of reference for last Friday's SNIE. DDCI suggested that
Kent inquire sometime today in order to avoid a crash project over the
weekend if possible.
DD/S felt that the snow-clearing system at Headquarters worked
well. He reported on the successful handling of a request from
Carver reported a minor telephonic flurry on Christmas Eve
concerning a military operation
He assured the DDCI that this was not an Agency project.
Carver called attention to a terrorist incident in Saigon in which
Dr. Phan Quang Dan had been wounded as an example of the kind of

activity we should expect to increase in the near future. DDCI initi-
ated a discussion
DD/P called attention to an article by Ward Just in this morning's
Washington Post which postulates that the greatest successes in 1966
were political rather than military.
Executive Director reported that each morning he gives the Direc -
tor and the DDCI a list of all absent senior officials. He asked for
greater efforts to keep his office adequately informed.
Executive Director said that he will draft a notice this week for
coordination with the appropriate operating officials on trip reports for
the Director from overseas travelers.
DDCI reported that) (from NSA made an
appointment to have lunch with him today to discuss a matter concern-
ing NSA (See Action 1)
1. DDCI asked DD/P to check with[~on the nature of the
business which wants to discuss with him today.

2. DDCI asked each Executive Committee member to keep a
brief log of important items and actions during the Director's absence
in order to brief him on his return. (All)
