MEMORANDUM FOR THE RECORD
Morning Meeting of 23 December 1966
DDCI was in the chair.
DD/I reported on a request from Ambassador Thompson for a
sit-down discussion on 28 December on what kinds of answers are
being obtained from reconnaissance over the Soviet Union. He pro-
poses to make Stoertz the action officer.
DD/I called attention to a timely special report on India's food
situation from the 23 December Weekly Report. DDCI referred to
this morning's news coverage on U. S. and Soviet grain shipments to
India, noting that the delivery dates of early March are unrealistic.
DD/I said that he will call Secretary McNamara's attention to the re-
port in his weekly letter.

Carver said that George Allen is back and that arrangements for
a session with Rostow are under way. Carver told the DDCI that he
will be receiving new evaluation sheets for his signature for Secretary
McNamara.

DDCI said that any report going to the President must certainly show
the position of the Director of Central Intelligence.
DDCI initiated a discussion of a State cable from Taipei concern-
ing the use of North Korean pilots in Vietnam and asked about the status
