Approved For Release 2008/03/03: CIA-RDP80B01676R001500080007-9 21 December 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 21 December 1966 DD/I reported that he looked into the possibility of the purchase of iron and steel from Communist China by the government of South Vietnam. Inasmuch as Singapore exported up to 20 percent of its im- ports of these products to South Vietnam, it is impossible to establish that such a transaction did not take place. Godfrey reported that he has in hand all but one of the State cables on Jordan to which the Director had called his attention. OCI will. publish a situation report on Jordan per the Director's instructions. He called attention to an Agency report suggesting delegation to Moscow to discuss the Congo's economic problems. for Kent said that ONE will send the Director a memo- randum today replying to the Secretary of Defense's questions on the numbers of Soviet forces on alert. He asked for additional time to com- plete another request from the Secretary of Defense on the status of the war in Vietnam. The Director said that, as the situation now stands, it is permissible to delay until 2 January. DD/S said that has arranged four lunch period lectures on modern art. In connection with the Executive Director's earlier comments on obtaining surplus property from DOD, the DD/S noted that the Agency was able to obtain 200, 000 yards of material from which blankets can be manufactured at a cost of 19 cents apiece. Bross reported on his conversation with Secretary Vance yes- terday concerning the Agency's OXCART program. . A-DD/S&T reported that r. Donald Steininger of Don Hornig's office has a full unde an ding of the Agency's position on OXCART. The Director asked A-DD/S&T about the telephone call from the Office of Security's Night Duty Officer, and Duckett said that he will look into it. DD/P reported on discussions with Walt Rostow yesterday con- cerning the relationship between civilian management of the RDC program and the future political fabric of South Vietnam. Executive Director asked that all papers for the Director's signature be prepared for the Acting Director beginning 23 December through 3 January. The Director noted a press announcement concerning an April summit meeting in Latin America and suggested that the appropriate offices be alerted to the necessity for security studies.
