Approved For Release 2008/03/03: CIA-RDP80B01676R001500080009-7 Morning Meeting of 19 December 1966 DD/I reported that Bill Morell is responding to a request from Ambassador Thompson for analysis of a scheme by which the Soviet lend-lease debt might be settled. DD/I said that the discussions on China which were held in New York and Cambridge with assorted academicians went well. In retro- spect, the discussions in San Francisco and Cambridge were the most successful. The Director felt that these meetings were a good idea and hoped that they will be held next year. Godfrey reported that it was a quiet weekend and called attention to an article in the Sunday Washington Post on possible openings to the left in Japan after the elections in late winter. Warner noted that OCI is preparing the Director's briefings for the next session of Congress and that Congressman Buchanan will lunch at Headquarters this Thursday. Executive Director noted the success of the Office of Logistics in attaining surplus property from DOD. This has resulted in savings to the Agency of approximately in the past two and one-half years. Executive Director briefed on the results of the Director's session with Charlie Schultze on Friday. The Director said that the OXCART program is now in a decisive stage, and he asked to meet with the DDCI, Executive Director, DD/I, A-DD/S&T, Bross, Houston, and D/SA at 11 a. m. today to re-examine the Agency's position. The Director initiated a discussion of Senator Symington's request to meet with Major Mai in Bangkok. He noted a cable which he will subsequently distribute The Director initiated a discussion on an Agency report from Saigon concerning the possibility of damage to Hanoi from ordnance jettisoned by U. S. aircraft under attack by the enemy. (See Action 1) ACTION: 1.
