Approved For Release 2008/03/03: CIA-RDP80B01676R001500080011-4 Morning Meeting of 14 December 1966 DD/I displayed an example of an intelligence memorandum with the new cover and said that, with the issuance of the OCI weeklies this Thursday, the introduction of the new covers will be just about completed. DD/I tabled a follow-up memorandum sorting out the results and achievements of and discussed the distribution. 25X1 Godfrey tabled a memorandum on the South Vietnamese army which he intends to give routine distribution. The Director agreed. Godfrey discussed news reports alleging the bombing of Hanoi and its suburbs which he ascribed to SAM's, forty-eight of which were fired yesterday. Godfrey called attention to reports of Syrian plotting, the poten- tialities of which are difficult to assess in terms of the Jordanian situation. (See Action 2) Kent initiated a discussion of U. S. aid to Jordan, particularly as it might affect a decision to distribute the memorandum on the Jordan regime. (See Action 3) DD/S reported that yesterday's snowfall was a good test of the emergency force. Security and Logistics teams roamed the parking lots providing necessary assistance to motorists who were in trouble. The Director indicated that this SOP is a step forward. Warner mentioned that Senator Saltonstall appreciated the photographs. Bross said that he will meet with Solis Horwitz today on the "twenty questions. " A-DD/S&T reported on the likelihood of a Soviet space shot tonight which might be manned. (See Action 4) A-DD/S&T called attention to a press report attributed to Penta- gon sources on Soviet MIRV's and, in reply to a question, said there is on Soviet military aid to Tanzania and a report that the Venezuelan army occupied the national university in Caracas this morning. The Director said he will be meeting with Carl Marcy tomorrow. He briefed on yesterday's NSC meeting. He reported that he discussed OXCART with Secretary Vance at lunch yesterday. The Director questioned the necessity of a pre-USIB meeting today. The Director asked questions concerning the Agency's problem with BOB 1. The Director asked the DD/P to tickle on reporting of the 15 December) 2.
