Morning Meeting of 6 December 1966
Godfrey covered developments on Rhodesia and noted a report
suggesting that Egypt might be trying to tamp down ten-
Kent reported that he called Lt. General H. J. Lemley, Jr. ,
on the USSR's strategic attack capability. General Lemley said that
he would arrange a briefing. The Director asked Kent to pursue this
question.
The Director questioned the necessity for a pre-USIB meeting
and indicated that, unless the DD/I notifies him to the contrary, the
meeting will not be held.
Carver briefed on actions taken in response to a White House
request concerning a Vietnamese personality presently in the U. S.
Carver said that Admiral Lee has asked him to return to the
National War College to conduct a seminar. Executive Director asked
Carver to inform OTR.
Bross initiated a discussion on noncommunity mapping and
charting requirements. He proposes to set up a small CIA/DIA group
under General Reynolds to examine this question. DD/I suggested
that he and Bross discuss CGS representation.
DD/P called attention to an Agency report) concerning
French intentions on participation in the NATO intelligence community.
In the ensuing discussion the Director suggested that Kent try an input.
Executive Director noted that he will meet with BOB this morning. 25X1

The Director cited a letter from Secretary Vance to Under Secre-
tary Katzenbach concerning the former's intention to establish a joint
State/Defense/CIA study group on the problem of Cambodia as a sanc-
tuary. (See Action 1)
1. The Director asked the DD/I and DD/P to provide him with
two CIA participants for Secretary Vance's proposed study group on
Cambodia. (DD/I and DD/P by 8 December)
determine whether the North Vietnamese did indeed ask the
PCI to send a delegation to Hanoi. (DD/P by 8 December)
