%PUT Approved For Release 2008/03/03: CIA-RDP80B01676R001500080018-7 5 December 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 5 December 1966 DD/I noted that an Agency team of specialists on China will be going to New York tomorrow and to on Wednesday for dis- -1 cussions with appropriate faculty from educational institutions in these areas. The Director said that he would appreciate a report on the results. Godfrey said that the NMCC is still unsure whether Tan Son Nhut Air Base has been cleared of Viet Cong. He reported that there are still no details on the results of the (See Action 1) Kent called the Director's attention to the three-part chronology of the Agency's reporting on Soviet ABM developments. DD/S reported on a heating problem at the Magazine Building and assured the Director that the lighting outside of Headquarters is again in working order. Carver opined that the Viet Cong will increasingly resort to ter- rorist attacks on military installations. He called attention to a cable reporting on conversations between Manach and Harriman concerning steps leading to negotiations on Vietnam. Carver briefed on proposals from Saigon concerning personnel appointments and a request for additional positions in connection with the reorganization of the pacification machinery. Warner said that the briefing of Congressman Bates last Friday went well. He has briefed Russ Blandford orally on the Agency's coverage of the Soviet ABM program, but Blandford still wants a paper on this subject. The Director told Warner to use his own judg- ment but to go no further than lending and retrieving the three-part chronology. The Director suggested that we take greater initiative with MACV in preparing such schedules. Warner reported that Philip Kelleher had enjoyed his two-day visit Bross reported that he was in touch with) ~n Friday 25X1 afternoon and that he would like to be briefed at Headquarters some- time after 5 January. A-DD/S&T noted that he will be briefing and the COMOR mechanism for processing requirements. DD/P said that he liked the memorandum on "the view" from Hanoi. He reported that he met with Secretary Vance on Saturday and that the Secretary seemed receptive to Agency requests for addi- tional military personnel. DD/P discussed the presence in town of gave the Director a letter from de Silva, and said that he will establish a suitable date for the Director to host a luncheon for Ambas- sador Thompson at Headquarters. Executive Director noted that the Under Secretary of State has approved the Vietnam Service Medal for civilian service in Vietnam. The Director discussed a conversation with General Johnson on a possible Soviet first-strike capability.
