Morning Meeting of 23 November 1966
The Director said that the NRO Executive Committee will meet
for one hour this afternoon with BOB participation.
DD/I reported that Morell and Brandwein briefed Ambassador
Thompson on the ChiCom advanced weapons test program. The Ambas-
sador intends to propose to Secretary Rusk that he (the Ambassador) be
kept up to date by the Agency on the Chinese test program with a view
to discussing this subject with Ambassador Dobrynin. The Director
thought this is an angle worth trying.
DD/I briefed on the latest developments

discussion the Director agreed that the DD/I should call
in the Director's name to communicate the Agency's negative
views.
Godfrey briefed the Director on an intelligence item involving
relations and called attention to the fact that the army

Godfrey noted intelligence from a preliminary readout of KH-4
Kent said that the clean-up on NIE 11-3 has gone out for coordina-
tion. The Director asked Kent to do what he can to expedite the publi-
cation of NIE 11-3. DDCI complimented Kent on the letter accompanying
the clean-up package.
Kent briefed the Director on problems involving the South-West
Africa Estimate and noted that it will be ready for USIB a week from
tomorrow.

DD/S reported that yesterday's scheduled meeting with BOB on
the Agency's supergrade ceiling was postponed until next week.
Carver reported that Moyers' office has asked him for information
on the effectiveness of the bombing of North Vietnam. Carver had
called attention to the joint CIA/DIA monthly reports on this subject.
He alerted the Director that office is engaged in a cost- 25X1
effectiveness study of the bombing.

the likely schedule o future missions. DDCI reminded that
the intelligence data base on China is getting out of date.
In reply to a question A-DD/S&T explained the nomenclature of
Soviet missilery.
DD/P informed the Director on actions taken to straighten the
record with CINCPAC on He gave some background on the 25X1
DDCI asked about the timing on turning over) 25X1
to the Navy. DD/P said he will look into it.
The Director initiated a discussion on a letter from the Chairman,
COMOR to D/NRO. This brought up certain basic questions which
NRO should be asked to answer.
ACTION :
1. The Director askedo coordinate on a draft letter for 25X1
the Director's signature to NRO asking for certain information on the
future of the reconnaissance program.
