KFPIF 25X1 Approved For Release 2008/03/03: CIA-RDP80B01676R001500080030-3 Morning Meeting of 16 November 1966 DD/I briefed the Director on actions in train as a result of Gene Rostow's request for analysis of a Moscow Embassy cable. DD/I reported that, in following up on the Director's request at yesterday's Morning Meeting, he had ascertained that the State Depart- ment's estimate of Chinese in North Vietnam is no higher than 40, 000. DD/I and Carver both agreed that the 100, 000 figure originated with an AFP correspondent. Godfrey reviewed all source indications of the next Chinese nuclear test. A discussion on the scheduling of photographic satellites ensued. Godfrey noted that serious fighting began again in Tay Ninh Province after 0430 this morning. visit to Headquarters yesterday. reported that the first draft of an NSAM on civilian-controlled sate i.te is in hand and that he will discuss certain necessary changes with D/NRO. Sheldon asked the Director whether the Arab-Israeli situation should be included in the Watch Report. The Director replied affirmatively. DDCI said he personally feels that the attack on Jordan could change the whole context of the Arab-Israeli conflict and that the future of the Husayn government might well depend on the U. S. ADD/S reported on two student demonstrations, one at Columbia University and a second at the University of Missouri, in connection with visits by Agency recruiters. The Director said to continue recruiting activities as scheduled. Clark, Jr. , is the DOD representative accompanying George Allen to Saigon. Warner reminded that Senator Saltonstall will be at Headquarters for lunch today. He reported that he discussed with Senator Young the subject of visits to CIA installations during his upcoming trip and that he spoke with Representatives Culver and Hamilton about Agency briefings in connection with their scheduled visit to the USSR. He said he has made arrangements with Congressman Teague for a space briefing. (See Action 1) Bross discussed the agenda for the 30 November PFIAB meeting. The Director said that the DDCI should attend and that, in addition to items now scheduled, Bross should brief on the "twenty questions" and any other pertinent developments since the last meeting. DD/P, Bross, and Godfrey discussed yesterday's session with PFIAB. A-DD/S&T reminded that the Space Panel is meeting today; the Director noted that he plans to visit the Panel, and the DDCI said that he will host their luncheon. DD/P reported that he, L_ ~ A-DD/S&T, andl have agreed that should be informed officially of the new DOD in two months. The Director noted that this plan will depend on Secretary Rusk's position. DD/P called attention to a press statement by the new Director for Remote Areas Conflict in ARPA on the future course of the war in Vietnam. 25X1 25X1 Friday. 25X1 The Director called attention to a State Department cable from Bamako and said that he is disposed to ask the Department to follow up on this matter rather than drop it. 1.
