Approved For Release 2008/03/03: CIA-RDP80BO1676R001500080031-2 15 November 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 15 November 1966 The Director asked Warner to be seated at the table as a member of the Executive Committee. DD/I reported that the figures on aid to North Vietnam will be ready for Walt Rostow on Friday. He said he had explained to Philip Kelleher, counsel of the House Armed Services Committee, that the annual defense Estimate, NIE 11-3, will be approved by USIB soon, after which the Committee will receive its customary briefing. DD/I commented on the status of the war in South Vietnam, and the Director suggested that he discuss his views with the appropriate directorates and offices to determine the feasibility of publication. Godfrey noted developments in the crash landing of a Pan American mail plane in the East Berlin area and analyzed Brezhnev's statement in Sofia. Kent raised the subject of the timing of a briefing for the Director on NIE 11-3. The Director said he will be in touch in the course of the day. Carver said that George Allen left this morning for Saigon and called attention to a scheduled visit by General Carter to Vietnam. A-DD/S&T reported that he met with William McMillan, the re- cently appointed science adviser to General Westmoreland. The Director questioned the figure of 100, 000 Chinese in North Vietnam as reported in the CBS newscast this morning. (See Action 1) The Director initiated a discussion on the luncheon and briefings at Headquarters today for Eugene Rostow, Under Secretary of State for Political Affairs. DDCI presented the guest list for the luncheon. The Director had no cavil with the choices and outlined his understand- ing of what will be covered in the post-luncheon briefings. In this connection, the Executive Director noted that the Awards Ceremony scheduled for this afternoon should be moved to the USIB Conference Room.
