DD/I said that he had examined the inhibitions on downgrading T-KH material The mechanics to de- sanitize are available, and he is initiating a campaign to use the results of T-KH intelligence on a lower grade of classification. A-DD/S&T briefed on the satellite launch schedule. DD/P warned against the possibility of fabrication of Arab provocations. Warner anticipated an increase in the number of Congressional requests for briefings in connection with overseas trips. The Director reported on Friday's 303 Meeting and, in this connec- tion, initiated a discussion on the differences of opinion in the community (See 25X1 Action The Director told~that Solis Horwitz has been designated as DOD's action officer on the "twenty questions" paper. (See Action 2) The Director mentioned an article in the Sunday Washington Post on Air America. The Director asked Godfrey for background on a State cable report- ing on Quintanilla, the Santa Barbara group, and Ho Chi Minh. The Director noted two cables from Ambassador Martin and par- ticularly asked the DD/P that he be given the opportunity to review the reply. ACTIONS: 1. The Director asked DD/I to have COMOR prepare a rack-up of photo reconnaissance on China to date and pass it to the appropriate customers for comment. 2. The Director asked that DD/P, A-DD/S&T and any 25X1 other pertinent officers consort to develop an Agency position regarding the apprisal of the as soon as possible.
