MEMORANDUM FOR THE RECORD
Morning Meeting of 10 November 1966
Godfrey said that the evacuation of the Peace Corps volunteers
in Guinea has begun. He discussed a problem concerning the distribu-
tion of the PDB in the Pentagon.
In reply to a question, Kent said it looks as though NIE 11-3 will
be ready for USIB consideration next week.
briefed the Director on the problem of T-KH clearances
for certain heads of departments outside the intelligence community.

Carver said that coordination on the cable concerning pacification
criteria should be completed this morning. He noted that instructions
to the field on reorganization of the pacification command structure
will go out today. (See Action 2)
A-DD/S&T briefed the Director on his meeting with James Webb
yesterday. He explained a security problem involving In
this connection, DD/S reviewed the security patrol procedures for
the grounds outside the Headquarters building.
Executive Director briefed on his session at BOB yesterday con-
cerning the Agency's personnel ceiling.
DDCI said that he would like to get a better feel for the Agency's
position on Tallin as a long-range SAM site.

It was agreed that the Executive Mess will be closed for the next
three days. *
ACTIONS:
1. The Director asked~ to take care of the matter this
morning of clearing Secretary Freeman for T-KH. He asked that no
one lower than undertake the actual briefing. He told
to go ahead with Secretaries Udall and Connor.
2. The Director asked Warner to find out before noon today whether
Rutherford Poats was confirmed as Deputy Administrator of AID.
