Kent alerted the Director to the possibility of a request from Tom
Hughes for the updating of annexes to a paper on the Mahgreb.
DD/S mentioned that the University Associates will be in town
today through Friday. He noted that the Civil Service Commission
has changed its ruling on summer employment for dependents so that
it now conforms with present Agency practices.
Bross asked whether Secretary Vance has been briefed on the
"twenty questions" paper concerning SIGINT requirements which the
Director sent to the Secretary of Defense. The Director arranged
to meet with Bross on this matter following the Morning
Meeting.
Bross raised the subject of satellite reconnaissance shots. The
Director indicated that he will need advice on how to proceed to re-
duce the number of scheduled shots to conform with capabilities and
requirements. (See Action 1)

A-DD/S&T noted the reporting by DEFSMAC/NSA on last
night's Soviet test of a possible orbital bombardment system. He
said that it is not clear what the USSR is up to, and the Director
suggested that his panel of missile experts (Strategic Weapons Intelli-
gence Panel) review this problem.
A-DD/S&T called attention to a report I I on a
catastrophic nuclear accident on the Soviet icebreaker Lenin. The
Director indicated that this could be a tricky problem. (See Action 2)
A-DD/S&T explained to the Director that the item in Saga maga-
zine on the SR-71, while based on inside information, does not appear
to result in a security leak.
DD/P noted an Agency report on indications of Israeli moves
against Syria. asked Godfrey to provide an appropriate
specialist fort e atc Committee meeting this morning. (See
Action 3)
Executive Director asked DD/S to be sure that General Cabell
is contacted by the proper people before his trip to the Far East.
The Director noted a developing pattern of Soviet propaganda
attacks
The Director discussed the handling of security in connection with
the President's trip and the enormity of the Agency's contribution.
DD/P suggested that the DD/I's contributions to the President's trip
be included in the briefings for PFIAB.
1. The Director asked DD/I to check on the status of Cuban
overflights and to give him a note on COMOR's recommendation on

3. The Director asked that the Watch Committee address itself
on a pro tempore basis to the outbreak of hostilities in the Middle
East.
