MEMORANDUM FOR THE RECORD
Morning Meeting of 1 November 1966
DD/I said that the updated bombing evaluation study will be
ready for Secretary McNamara on Friday. He noted work in process
for Senator Jackson. He asked for DD/S&T participation in preparing
a post-mortem for Walt Rostow on the last Chinese nuclear test.
DDCI expressed interest in receiving an information copy.
Kent suggested that a pre-USIB meeting would be desirable this
week and, in reply to a question, briefed the Director on the Estimates
involved.
Houston reported that the Agency's budget letter for FY 67 was
signed by Senator Hayden. Houston noted that Senator Tydings will
visit Headquarters on 9 November for briefings.
Houston noted that Bill Woodruff and Bill Darden will visit Head-
quarters on 8 November. DDCI agreed to host a luncheon for them,
and the Director said that he will meet with them in the afternoon fol-
lowing his return from
Bross mentioned that Henry Rowen's report on requirements with
a covering letter to the Director from Charlie Schultze is in hand. The
Director said that the matter can be discussed with Rowen during his
visit to Headquarters on Thursday.
Bross said that General McConnell will be presenting General
Reynolds with the DSM.
A-DD/S&T mentioned
He intends to clear a suitable reply with the DD P.
The Director agreed.
In reply to a question, George Allen reported on
health.

DD/P wondered whether the Agency's extensive efforts in con-
nection with the President's trip would not be a suitable briefing item
for PFIAB. The Director agreed it would, and Bross suggested that
it be placed on the agenda for the 30 November meeting.
DD/P expressed hope that the DDCI would be able to attend the
FE Station Chiefs' Conference from 5 to 8 December.
DDCI was willing, and the Director agreed.
DDCI noted that he will be absent tomorrow and Thursday.
Following a discussion on SNIE 13-8-66, the Director asked who
should look into the matter of breaking out intelligence in order to
assure that it gets into the proper hands. DD/I accepted this assign-
ment.
