DD/S noted some highly commendatory statements by Deputy Under Secretary of State Crockett on 25X1 The Director told George Allen that the memorandum on criteria to measure the progress of pacification in Vietnam was a valuable effort and that he is sending it to the Secretary of Defense today. DDCI expressed his suspicions that the Chinese test was a develop- mental shot for the G-class submarine.
