DD/I briefed the Director on NPIC activities in connection with Chinese test. He asked for guidance on the scheduling of recon- naissa satellites. Following a discussion, the Director said that he would ca this morning. DD/I briefed the Director on Agency activities in support of McCloy and noted that group will be tomorrow. The Director said that he had sent the DD/I a letter from McCloy outlining his intentions. Godfrey gave the Director a Japanese newspaper containing a prediction of the Chinese test. Kent said that he is beginning preparations today on the U. S. position for and next week on NIE 13-2-66, which would move the operational date for Chinese Communist ICBM's back to the early 1970's. He said that the Top Secret version of NIE 11-8-66 is in preparation and will be before the Director in due course. Carver called attention to this morning's article by Joe Kraft in the Washington Post and to a cable from the Saigon embassy showing apprehension at the possibility of U. S. withdrawals from Vietnam. The Director felt that any withdrawals would be far in the future. DD/P said that this is a problem not only of ceiling but also of finding appropriate personnel. The Director asked Carver about the status of the pacification criteria paper, and Carver said that it will be ready before close of business. Houston mentioned developments in connection with Congressman Lipscomb's query about the Agency's role in the Department of Com- merce review of the Commodity Control List. Bross said that he has a date with Joe Carroll at 2 p.m. today to discuss the chairmanship of GMAIC. He noted a conversation with the Director andF___Ion a SIGINT matter concerning the Secretary of Defense. Bross briefed the Director on the proposed response to PFIAB on intelligence gaps and deficiencies. The Agency plans to submit six written papers concerning aspects of China's military capabilities to Pat Coyne through CGS on 17 November. Bross has proposed to Coyne that similar requests concerning Latin America be handled by oral briefings. He suggested to the Director that, should Coyne again raise the question of Agency representatives in connection with the various PFIAB panels, the matter could be handled through the DD/I. The Director said he had made no commitment on this but that the proposed solution appears rational if the matter becomes pressing. DD/I asked that we avoid insofar as possible the preparation of written presentations on intelligence gaps and deficiencies. Bross reported that at present the Agency is committed only on the Far East papers as noted. The Director said that Tom Parrott has been elected to chair the interface group on intelligence releases DD/I indicated that he has been in touch with Parrott on Agency staffing.
