He said that Bruce Clarke's Threat Working Group has completed a draft paper on the proposed U. S. position on the Warsaw Pact threat. He mentioned that the Agency will send the Vice President some unclassified material on China in connection with his scheduled appearance on Meet the Press this Sunday. Godfrey noted that Tri Quang is back in Hue. He briefed the Di- rector on the latest developments concerning the withdrawal of the Kent noted that the published version of NIE 11-8-66 is out this morning. He suggested a limited distribution for the contingency Estimate on withdrawal of U. S. forces from Europe. The Director agreed. DD/S said that propaganda distributed at a University of Cali- fornia campus in connection with a visit by an Agency recruiter showed similarities to fliers released on other campuses on the occasion of similar visits. These leaflets are being analyzed to determine the possibility of a nationally organized effort. DD/S reported that the traffic disruption at Headquarters this morning was caused by a fire in an automobile in the West Parking Lot.
