MEMORANDUM FOR THE RECORD
Morning Meeting of 24 October 1966
DD/I informed the Director that McCloy should be back in
town by this morning, that the tripartite meeting had resulted in
decisions to set up working groups on three aspects of the NATO
problem, that the working groups would be meeting in Washington,
and that the next tripartite meeting is scheduled for 9 November
in Washington. The Director said that he anticipates a call from
McCloy this week.
DD/I noted that the first Agency-Academic Seminar on Com-
munist China would begin on 1 November in Chicago and continue in
San Francisco. The Director asked about Cambridge and the DD/I
replied that this is scheduled for a later date. He added that he is
also working on the problem of how Agency-acquired publications
might be made available to the academic community.
Lehman briefed on the latest developments in the Red Guard
movement.
Kent noted the status a SNIE for McCloy which should be ready
for USIB on Thursday but he warned that the principals may ask for
more time. (See Action 1)
Kent tabled copies of the most recently agreed Conclusions of
11-8-66. The Director said that he would go over them with appro-
priate personnel immediately following the Morning Meeting.

Secretary Flax concerning the Agency's position on the number of
reconnaissance shots scheduled for 1967. The Director asked) 25X1
to keep him advised.

DD/S reported that the Agency quota for the Consolidated
Federal Campaign has already been passed and that the level of
contributions for the PSAS and EAF would be approximately the
same as last year.
DD/ S briefed the Director on incidents involved with Agency
recruiting sessions at Brooklyn College and Tougaloo Southern
Christian College. The Director said that the next time we are
alerted to a demonstration in connection with recruiting, he would
consider who might best be sent to talk to the demonstrators.
Carver reported that the station in Saigon had informed that
Copy 73 of the Will to Persist memo had been released to CINCPAC
and DIA at Secretary McNamara's request. He proposed to send
an additional copy to the station for the information of Ambassadors
Lodge and Porter. The Director agreed and asked when it would be
appropriate to update the memo. The DD/I said that this should be
considered in about two months. (See Action 2)
Houston called attention to a letter from Congressman Rivers
to the Defense Department on reports of anticipated terrorism in
Saigon in connection with the annual parade on Vietnamese National
Day. He passed a copy to Carver.
Houston reported that he has completed a draft of a letter in
response to Senator Ribicoff on the subject of the administration of
the Agency. The Director asked Houston to be sure to contact the
Senator personally.
Houston noted
He said he is scheduled to speak at the Midcareer Course tomorrow
morning and would therefore be absent.
Bross discussed the problem of preparing a large number of
briefing papers for PFIAB on the status of certain intelligence gaps
and deficiencies. (See Action 3)
Bross noted a memorandum from on the relation- 25X1
ship between intelligence requirements and resources. The Director
said he would read it.

Executive Director reported that the BOB informed the Agency
on Friday that CIA could expect additional budget cuts, at least as
large as the initial
The Director reported on his attendance at The Business Council
meeting in Hot Springs.
1. The Director asked Kent to let him know on Wednesday how
Tuesday's clean-up session with the representatives on the McCloy
Estimate had gone.
Z. The Director asked the DD/I to bring up the possibility of
updating the Will to Persist memorandum two months from today.

3. The Director asked the DDCI to examine the necessity of
preparing papers on gaps and deficiencies for PFIAB. He wondered
if the matter could be handled in a less time-consuming manner.
