Morning Meeting of 20 October 1966
DD/I called attention to the latest memorandum updating security
conditions in six Western Pacific countries.
Godfrey reported on the loss of four aircraft in Southeast Asia,
reasons as yet undetermined. In response to an earlier request from
the Director, he said that there are Cubans in North Vietnam- -a
medical delegation and some probably associated with SAM training--
but none in the South.
Godfrey reported that the new covers for Agency publications will
be phased into use starting with the PDB next week.
Kent tabled a memorandum on the South Vietnamese cabinet resig-
nations. The Director asked about distribution, noting that Secretary
McNamara would be an interested customer. Carver noted that he had
talked with the Secretary on this subject yesterday.
Kent gave the Director the coordinated conclusions of NIE 11-8-66,
and the Director asked for copies for USIB.

a letter concerning and that action is in progress
for an orderly Agency withdrawal from t this program. He noted that
the findings of the Watch Committee were generally negative, and the
Director approved the report.
DD/S mentioned an incident involving the Agency communications
system He explained recent negotiations with the BOB
on the Agency s supergrade ceiling.
Carver reported on his session at Brookings yesterday.

Parrott noted a request from Secretary Nitze for an Agency
memorandum concerning air strikes in Vietnam. The Director said
that Nitze would have to check it out with Secretary McNamara.
A-DD/S&T reported the emergency landing of an OXCART air-
craft at Kirtland Air Force Base. He briefed on the Soviet missile
firings in connection with the current visit of Eastern European
leaders to the USSR. He noted that exploratory discussions with the
Soviets will probably begin early next year on the exchange of data
derived from Soviet and U. S. Plowshare shots.
ADD/P noted the first successful use of ~ in
Vietnam ground operations in early October. (See Action 1)
ADD/P said that WH personnel will be meeting with Ambassador
to explain the Agency's position on Communist involvement
in the increasing number of demonstrations

DDCI said that the evening with Allen Dulles had gone well and
that he was in good form.
The Director reported on a meeting with Ambassador Harriman
yesterday morning. He asked those present to give the ADD/P any
thoughts they might have on what should come out of the Manila con-
ference for dispatch to the Ambassador.
The Director queried the ADD/P on the timing of the
Station Chiefs' Conferences.
The Director initiated a discussion on the best way to remind
Agency personnel that classified documents should not be taken home.
The Executive Director said that he will draft a memorandum which
the Deputy Directors can use in their respective staff meetings.
