Morning Meeting of 19 October 1966
The Director opened the meeting by calling attention to a memo-
randum from General Carter outlining NSA activities in connection
with the Presidential trip. He gave copies to the ADD/P and
The Director noted a cable from the Secretary of State to Ambas-
sador Lodge concerning the South Vietnamese cabinet resignations.
Carver reported that he had been in touch with on this cable
last night. Godfrey said that the embassy in Saigon had cabled that
the resignations might be held until after the Manila conference.
The Director asked about the status of NIE 11-8-66, and Kent
said that it will be ready for the pre-USIB meeting this afternoon.
While he anticipates a possible need for subsequent meetings at the
working level, Kent feels that the Estimate can be cleaned up without
return to USIB.
DD/I briefed the Director on yesterday's Red Guard rally in
Peking as a possible sign of serious disarray in the leadership.
(The Director left the meeting, taking Carver with him. The
DDCI took the chair. )
DD/I called attention to an item on Chinese Communist fighter
aircraft production in this morning's CIB. DDCI warned against
exaggerating Chinese difficulties in the production of MIG-21's.
DD/I noted that the tripartite talks in Bonn begin today and that
the U. S. delegation is composed of McCloy, Bowie, McNaughton,
and General Spivy.
Godfrey called attention to a station assessment of I (which
he described as excellent.

Kent noted that a SNIE is in preparation for McCloy, who went
over the terms of reference himself, on reactions to withdrawals
of U. S. forces from Europe. He indicated the Director's concern
over the cabinet resignations in Saigon and said that ONE will be
watching this subject.
Executive Director noted a BOB action reducing a proposed
Agency and said that Critchfield and
John Clarke will review the matter to determine the possibility of
a reclama.
