MEMORANDUM FOR THE RECORD
Morning Meeting of 18 October 1966
The Director was at the National War College. DDCI was in the
chair.
DD/I noted the most recent in a series of memoranda updating
the security situation in He reported 25X1
that he had checked with General Carroll on the possibility of reduc-
ing U-2 flights over Cuba and that General Carroll was in agreement.
Following a discussion the DDCI agreed that the matter should be
placed before COMOR, and the DD/I indicated that he will sound out
Tom Hughes.
Godfrey briefed on a report that the USSR might be going to buy
into the Intra Bank of Lebanon.
Kent said that NIE 11-8-66 is going into a clean-up session this
morning preparatory to consideration at USIB this week. However,
he has ascertained that the military side of the Community will table
thirty-three substantive changes. In this case, the Estimate would
be delayed. He will report the prognosis later today.
DD/S mentioned an FBI report on probable demonstrations at
Brooklyn College tomorrow in connection with the scheduled visit
of an Agency recruiter.
Carver said that the Under Secretary of State stayed at Head-
quarters until almost 1700 yesterday discussing pacification and
its reorganization. He definitely favored a civilian czar. Carver
called attention to the current cabinet problem in the South Vietnamese
government.
ADD/P tabled a status report on station activity in connection
with the Presidential trip. He noted that the Secret Service took a

more sanguine attitude on security than yesterday's
In connection with the Director's appearance at the National War
College this morning, the Executive Director noted that he, the ADD/I,
and the A-DD/S&T will visit the College this afternoon to brief the
class on Agency organization and functions.
Executive Director said that Charlie Schultze has advanced two
new suggestions regarding funding and that we
are obligated to discuss these with the Treasury Department. He
mentioned that BOB has agreed to the Agency's proposed supplemental
route in connection with funding activities in
Warner said that Senator Jackson's office was most appreciative
of the Agency's preparation of background material on China and
wishes similar coverage on the Soviet threat to NATO. DDCI felt
that it would be wise to check the Soviet-NATO analysis first with
DIA.
Warner said that Senator Ervin feels the Agency, the FBI, and
NSA all had good cases for exemption from his invasion of privacy
bill.
DDCI said that Admiral Lowrance has been unanimously accepted
as the new Deputy Director of DIA.
