MEMORANDUM FOR THE RECORD
Morning Meeting of 13 October 1966
Prior to the meeting Admiral Taylor was sworn in as Deputy
Director of Central Intelligence.
DD/I reported that the Bowie-McCloy review appears to be
raising basic questions of Soviet attitude which deserve the attention
of the estimative process. Bruce Clarke will discuss this with
General Spivy today.
DD/I read a definition of modern intelligence from the current
issue of the London Economist. DDCI asked for a copy for use in
his speech in St. Louis.
Godfrey initiated a discussion of a new infiltration figure result-
ing from Secretary McNamara's briefings in Saigon. In the general
discussion which followed, DDCI noted that a DIA team is on its way
to Saigon for the purpose of clarifying this issue, and the DD/I con-
cluded that strength figures are not sufficiently accurate to permit a
discernment of trends.
Godfrey noted that a solar burst occurred last night which at
first glance had the earmarks of a nuclear explosion.
for Kent briefed the Director on the Soviet Estimate
series coming before USIB during the next three weeks. The Director
was assured that the timing of this series permits adequate preparation.

Carver mentioned news coverage from Saigon alleging a statement
by Secretary McNamara to the effect that military service in Vietnam
is limited to one year.
Houston explained a jurisdictional problem between the WV&M bus
line and the Department of the Interior over the use of the Parkway
and noted that a CIA transportation official might be called to testify.
Houston reported a telephone call from The National Observer
concerning a proposed article on secrecy and court proceedings. The
Director agreed that he could talk with the reporter.
A-DD/S&T reported the details of an OXCART test flight. He
said that he had directed there be no U-2 flights during the Presidential
trip. The Director said this was probably a correct decision.
A-DD/S&T raised the subject of timing of the negotiations with the
in connection with the Presidential trip. He
said the agreements and a briefing note will be ready for the Director
by the close of business today. The Director said he will talk with the
A-DD/S&T tomorrow morning at the latest.
A-DD/S&T initiated a discussion of an editorial in the Washington
Post on space secrets. Following the discussion the Director asked
Houston to prepare a letter for his signature to the Secretary of State.
ADD/P briefed on complications for
.he noted the arrival in Albania of a North Vietnamese
elegation headed by the Deputy Prime Minister.
DDCI said that he has been impressed by his briefings.
The Director asked questions concerning the Congo.
Warner said that Senator Saltonstall will be returning to Washing-
ton after the Congressional elections. The Director replied that the

question of Agency recognition for the Senator will be discussed at
the Morning Meeting tomorrow.
