DD/I mentioned that Ambassador Thompson has expressed interest in coming to Headquarters for informal conversations sometime in November. He noted that the only item of significance in conversations Lehman noted a CRITIC message concerning the possible shoot- down of an aircraft over Hungary. He said that the reprint in Pravda of a call by a minor Communist party for a conference of all parties strengthened the surmise that both it and an earlier call were Soviet- instigated. reported that he and Proctor had been successful in per- suading COMOR to reverse its position and thereby to cancel the shot of a KH-4package scheduled for 12 October. The Director initi- ated a discussion of USIB subcommittees in general. said that he has drafted a letter from the Director to Deputy Secre ary Vance on DD/S reported that the October class of Career Trainees totals the largest in some time. The Director asked for yesterday's transcript. Bross initiated a discussion on a draft Presidential letter on authority for the Director of Central Intelligence. The Director agreed that the implications of not having such a letter could be misconstrued. A-DD/S&T briefed on a request from the AEC for the Director's opinion on an underground nuclear shot in Nevada. Duckett suggested that he handle the reply with a telephone call indicating the matter is outside the Agency's domain. The Director agreed. The Director noted that the Presidential advance party of Moyers and Crockett departed last night. He asked the ADD/P to make sure that all pertinent station chiefs are alerted to be in place for the Presi- dential trip. The Director said that he is puzzled about how Congressional brief- ings could best be organized. He felt that, while yesterday's presenta- tion was excellent, such briefings could still be improved by summaries and conclusions which emphasize and repeat the thrust of the over-all presentation. In connection with next Tuesday's briefing before the Rivers com- mittee, the Director agreed. on a twenty-minute operational briefing on asked the ADD/P to check with him on the briefer, and said the remainder of the presentation should be limited to between twenty and twenty-five minutes with not too much depth on any one subject.
