He assured the Director that the briefing had been prepared to conform with an outline worked out by the DD/I with James Kendall, Chief Counsel of the Senate Preparedness Investigating Subcommittee. as the focal point for its preparation, will take care of any additions or changes in format which the Director desires. Lehman commented on a newsletter by General Thomas Lane con- cerning CIA estimates and U. S. strategy in the Vietnam war. Execu- tive Director noted that Lane is an ex-D. C. Commissioner. Kent said that the Defense Department has asked for thirty-four more copies of NIE 13-4-66. The Director saw no objection but noted that USIB had directed that CINCPAC be the only overseas addressee. He commented that this Estimate showed commendable initiative. ADD/S noted that the first Boeing 727 for Air America had flown overseas yesterday. Carver briefed on Chet Cooper's and Heyward Isham's visit to Headquarters yesterday afternoon. In reply to a question, he said that Isham is serving in State as Bob Miller's deputy on the Vietnam Working Group and also works for Chet Cooper. The Director noted that he has not yet received a reply from the Secretary of Defense on further dissemination of the memorandum, "North Vietnamese Views on the U. S. Negotiating Position. " The Director asked about Secre- tary Rusk's plans and was told that the Secretary will return from New York on Saturday at an as yet unscheduled time. Earman said that the Director's office will be provided with a book specifying the distribution of CIA publications.
