SFIeRFT- FYFS IINI Y Approved For Release 2008/03/03: CIA-RDP80B01676R001500080060-0 4 October 1966 MEMORANDUM FOR THE RECORD Morning Meeting of 4 October 1966 John Clarke briefed on possible ways to tailor program submis- sions involving future collection requirements on the Chinese Commu- nist strategic missile program. The Director thanked Clarke for a valuable contribution and asked the members of the Executive Committee to take this matter in hand. ADD/I reported on the personnel situation in The Director asked him to examine with care the possibility of changing the leave status of native personnel lest this have adverse effects locally. Godfrey said there are two coups currently in a pot-boiling status He hoped to be able to clarify these situations later in the day. Kent said the NIE on security in the Philippines will be ready for USIB on Thursday. Carver said that Chet Cooper is coming to Headquarters this after- noon to discuss possible differences between the Liberation Front and Hanoi. The Director noted that is being forced to return from Saigon because of back trouble. Carver said that he has already been in touch with Dr. Tietjen on this matter. Houston noted that he has an appointment with the Acting Attorney General at 1145 today. Bross said that he has prepared two drafts of a Presidential letter reaffirming the role of the Director of Central Intelligence. The Direc- tor said that he will consider them. The Director asked him to prepare a briefing note on this subject for his use before Congressional committees. In reply to a question, said that The Director asked for a memorandum giving him the over-all costs, individual costs of the boosters and the payloads, and the proposed yearly program of shots for the KH-4, Executive Director alerted the Executive Committee to the visit of Wilfred McNeil to Headquarters today in connection with his inde- pendent review of Agency financial policy and practices. He noted that Vic Marchetti will be acting as the point of contact for McNeil. suggested that McNeil be directed to pay particular attention to the handling of NRO funds. The Director agreed. Warner reported tnat the Agency legislative package has been passed by the House. He noted that Congressman Arends had had kind words for the Agency on the floor. He suggested that the Director might send a letter to Senator Russell reminding him of the status of the Agency's legislation. The Director agreed. The Director mentioned that Bill Colby's briefing before the Rivers committee yesterday had been excellent and well received and that another Agency briefing for the committee is scheduled for next week. The Director asked Kent whether USIB must become involved with the question of intelligence system. Kent replied that is looking into this matter and hopes to provide clarification by the end of the week.
