MEMORANDUM FOR THE RECORD
Morning Meeting of 19 May 1966
R. Jack Smith reported on his visit to various 25X1
Godfrey noted the outgoing "guidance" from the Department to
the Embassy in Saigon. He also noted a State cable from Santo Domingo
reporting on a conversation between Martinex of the PRD and the
Venezuelan Ambassador.
Warfield reported on the loss of a helicopter in Laos.
deSilva initiated a discussion of the current attitude of the State
Department on the internal situation in South Vietnam.
Bross gave a rundown on the agenda for the Agency's meeting
with the President's Board on the 26th and 27th. He noted that the DCI
is scheduled to appear on the 27th and that the DCI knows this.
Duckett reported on the latest estimate of the third CCNE. The
DDCI noted the significant change in the estimate of the yield. Duckett
also tabled a photo of the surface-to-air missile which was fired at the
U-2 on Friday. He stated that considerable work
is still to be done, but that the radars at that particular SAM site
possibly were of ChiCom design, Lastly, he noted that photography
