He feels it is of interest that Prime Minister Gandhi later commented that India's present policy was not "irreversible. " 25X1 reported that Kent is attending a consultants meeting in Princeton. DD/S said the "BPR" sign that marks our turnoff from the George Washington Parkway is to be replaced. The new one reads "Fairbank Highway Research Station. " Although this is the precise name of the Commerce Department facility which adjoins our property, the press is likely to take other views. 25X1 25X1 Houston noted that the Senate Foreign Relations Committee will meet at 10 a. m. today to vote on the McCarthy resolution. 25X1 is in touch with Senator Symington on this matter. Bross noted that NIPE participation in the Consolidated Intelli- gence Program review in OSD provides an opportunity to identify duplication between the CIP and the CIA program. DD/S&T reported that General Martin and staff had shown a great deal of cooperation and friendliness to John Crowley in his recent visit 25X1 to the West Coast, in contrast to past attitudes. DD/S&T also reported 25X1 25X1 DD/S&T reported that, in connection with the continuous analysis by DD/S&T of air defense systems around the world, the Cuban report has just been finished. Five hundred copies will be obtained for distribution. DCI, reporting on the special 303 Committee Meeting yesterday, 25X1 stated that the BLACK SHIELD discussion went well. However, more answers are needed before a final decision can be reached. The State Department is to examine what should be said to foreign governments about our intentions and to indicate which foreign governments should be informed. The Agency must assess estimates and forecast what OXCART will accomplish when added to present capabilities. The DCI mentioned to Bross that he had just received a wire from General Carter regarding the status of actions on PFIAB recommenda- tions, specifically Recommendation No. 8. A copy of the message is being routed to Bross.
