Jack Smith tabled the following memoranda: "Soviet Efforts to Establish Passenger Liner Service into the Great Lakes," 'The Cuban Revolution in Perspective, " (DCI suggested that copies of this report go to Darden, Michaels, and Blandford for the Committee members), "The NATO Crisis as an Issue in French Domestic Politics. " Godfrey reported on the current situation in Guatemala. The DCI initiated a discussion of the possibility of the U. S. receiving a "surprise" of a political nature in Vietnam. The DCI's con- cern was that the Viet Cong would use the Buddhists as a front in the up- coming election. The DCI asked that all hands keep their "antenna" very high on this possibility. Bannerman noted that there will be several explosions in the next few days toe for the new Printing Services building. The DCI noted that his hone had malfunctioned at approximately 1:30 a. m. this morning in his residence. Bannerman also reported that the Joint In response to a query from the DCI, deSilva reported that either he or will attend the meetings with Lodge this week. The DCI requested that Lodge be invited out to the Building. (See Action Item 1. ) Houston reported that the meeting with Mahon had been deferred until next week without any problems. He noted further press coverage of Adam Clayton Powell's interest in CIA contacts with universities. Lastly, he reported that the White House was not going to be drawn into the case. Wheelon noted the rise in the estimated yield from the third CCNE. He noted that NPIC had found a solid propellant testing facility in China. He reported on the riefing which was given yesterday. He stated that he will be giving Admiral Gayler a briefing on the DDS&T research and development program. Lastly, he briefed on his recent European trip.
