MEMORANDUM FOR THE RECORD
Morning Meeting of 7 April 1966
R. Jack Smith noted the crash of a Soviet YAK 28 in a lake in the

will come down from Canada 13 through 16 April. He tabled an ORR
report on the implications of the recent announcement of additional
ChiCom wheat purchases in Canada.
Godfrey noted the announcement by the Portuguese Government
that it would not impede oil shipments to Rhodesia. He noted late press
reports that ,rioting in Saigon continues.
Kent reported that the BNE reps will meet this morning on the
Estimate which will assess the upcoming visit of the First Lady to Mexico.
DDCI stated that Secretary Rusk wants this paper as soon as possible, and
Kent responded that it would be completed today. Kent also reported that
a formal NIE on Soviet space activities would be delayed until the comple -
tion of further tests of boosters by the Soviets, but he noted that a memo
will be prepared on this subject.

Report. It was agreed that the DDCI would undertake this.
Bannerman reported that a contractor will be examining the air
conditioning system in Headquarters later this month, and it is hoped that
this problem can be solved.
deSilva made a brief report on his trip to the Far East. He noted
varying interpretations of the degree of the Communist manipulation of
the current unrest in Northern South Vietnam. In response to a question
from the DDCI, he noted the unpredictability of the Vietnamese character.
Finally, he said he expected that his report on Thailand would go before
the SIG next week.

Houston reported that Congressman Mahon had received
memorandum on South Vietnam with appreciation. He reported
that he had been unable to see Senator Russell with the proposed state-
ment on the third ChiCom nuclear explosion. He requested guidance on
further steps, and it was agreed that he would make a further attempt
to see Senator Russell, and that the paper would be forwarded to U. Alexis
Johnson. DDCI agreed to speak with Johnson on this matter.
Wheelon noted a successful TACKLE flight last night 25X1
Executive Director reported that he had received a call from
General Betts' office which indicated that the proposed trip of the DCI and
several Agency officers to Aberdeen would take place in the near future.
He also noted receipt of a letter fro fhe Chief of the Se Service
