He also said that has been designated as 25X1 coordinator of relations with academic institutions in connection with China. DCI suggested that consideration be given to developing ties with academic facilities abroad. Godfrey briefed on late developments concerning Vietnam. U. S. civilians are being evacuated from Hue. General Ky has returned from Danang to Saigon. The press reports say an agreement has been reached. Godfrey briefed on the background of a Greek tanker delivering oil to Portuguese East Africa intended for a refinery in Rhodesia. Kent reported on the need for a SNIE in connection with the planned visit to Mexico of a U. S. VIP. The SNIE will require Secret Service coordination. DDCI suggested that a copy of the SNIE be shown to David Acheson in the Treasury Department. Acheson is in charge of all en- forcement activities in the Department. The meetings were essentially cable drafting sessions dealing with various suggestions for political actions and other such courses of action. is forwarding a detailed memo 25X1 on all of this. DD/P said that OSI has completed two versions of a statement for use in describing the next ChiCom test in such a way as to "de-fuse" the political repercussions of the event. A high-level U. S. spokesman such as the Secretary of State or the Secretary of Defense might issue such a statement. DCI asked DD/P to take this up in the first instance with Alexis Johnson in the Department and to try to do this today as time is running out. DDCI said that the White House will have two representatives in the 303 Committee. Rostow will be the Chairman, and Moyers will be a member.
