MEMORANDUM FOR THE RECORD
Morning Meeting of 28 March 1966
DD/I noted information from the latest ORR monthly summary
of shipping to North Vietnam. Free-world shipping has fallen off.
DCI noted that Communist shipping has increased. noted 25X1
movement of coal via the rail line from China to NVN in the amount
of 20, 000 tons--an amount which would require one entire week's
capacity of the line.
DD/I noted the latest Task Force LOOKOUT report which includes
information pertaining to a survey of photography of all areas of NVN
in which SSM's might be installed. Gaps persist in the frequency of
coverage.
Godfrey briefed on the "fragile" situation in Ecuador and said
that OCI will disseminate a memo describing election machinery and
practices in the Dominican Republic.
reported that our concern over the lowering of coaxial
cables and certain communications equipment on the U. S. strategic
embargo list appears to be matched by other agencies, and this issue
may be worked out short of a DCI objection.
DD/S reported on favorable results of a recent two-day course given
by the Agency to officers of the DIA and JCS.
DD/S noted a current investigation by a Senate subcommittee looking
into Army use of surplus equipment in the Far East. The subcommittee
has stumbled across our fine work in this regard, and the jurisdictional
problems are being worked out by our Office of Legislative Counsel.

reported on the travel plans of senior U. S. officials going
to Vietnam. DDCI had later information. Vance, Komer, Moyers,
and Redmond will visit Vietnam, leaving tonight. Senator McGee of
Wyoming, new member of the Senate Foreign Relations Committee,
will also be in the party.
DD/S&T reported on two Soviet ICBM shots over the weekend, one
an SS-8 and one an SS-11. The Soviets also tried but failed to launch
a communications-type satellite. We expect the Soviets to try a lunar
probe sometime this week.
DD/S&T noted word from ~ that the Chinese are knowledge-
able of the technology involved in electromagnetic separation and that
this explains the manner in which the ChiComs acquired U-235.
DD/S&T noted a successful TACKLE mission over
here was some ground haze which might in i it
photography. Ml scrambled against the U-2 on three different oc-
casions. MIG activity caused cancellation of two SAC U-2 flights last
night over NVN.
DD/S&T said that D/NRO Flax had obtained Secretary Vance's
approval of recent D/NRO decisions concerning satellite aspects of the
NRP.
DD/P, referring to a Hungarian defector's testimony before the
House CIA Subcommittee on the 1964 Newsweek forgery by the
Hungarians, said that TSD analysis at that time had concluded that
this was a Hungarian operation.
DD/P noted this afternoon's scheduled meeting
DD/P will attend. It was also
noted that OXCART deployment will be an agenda item. DD/P reported
word received that Secretary Vance believes it might be useful for the
U. S. Air Force to begin a training program for a Congolese Air Force.
DD/P said this would be a good development but the time required does
not affect the need to continue our current air program in the Congo.
