DD/I noted) (report of the loading of a Communist
ship in Tientsin to carry ChiCom arms to Conakry. At DDCI suggestion
the ship has been designated a "special interest" ship, and after it has
been identified, arrangements will be made to keep it under close ob-
servation.
DD/I noted completion of a memo on Peking's attitude toward the
threat of attack by the U. S. Our views do not coincide with those con-
tained in a recent cable from the Consul General in Hong Kong dealing
with this subject. A special dissemination with a covering note from
the DCI will be made. DCI directed immediate delivery of a copy to
Secretary McNamara on the Hill.
Godfrey reported on the Guatemala elections situation. Closing of
the polls and a declaration that leftist Mendez failed to obtain an absolute
majority together with the summary executions yesterday of four Com-
munists create a "ticklish" situation.
Godfrey reported that drone photography showed fifteen MIG 21's
in fourteen crates at Phuc Yen airfield near Hanoi. There was a brief
discussion of delivery means employed for such shipments. There is
no evidence of sea delivery.
At DCI inquiry and DD/S&T explained work being done to
inspect and fix up operational U-Z's.
followed by action in Saigon with the SAC U-2's.
deSilva at DCI inquiry explained that the offer has been made to
brief the HEW group which is traveling to Vietnam. It is expected to
take place sometime this week at HEW. Arrangements have also been
made to have Agency tie in with the medical officers in the
HEW mission in Saigon.

reported on the status of Congressional work with a bill
to increase the amounts payable under the Federal Employees Com-
pensation Act.
Bross reported that Pat Coyne has expressed appreciation for the
Middle East briefings yesterday of Professor Langer and General
Taylor. of OCI and C /NE were the main 25X1
briefers.
DD/S&T reported on the latest tests and development work in con-
nection with the IR camera. Improvements have been made, and further
refinements are expected. (See Action Z)
DD/S&T reported on the successful separation last week of a
TAGBOARD drone from a mother aircraft. The separation was suc-
cessful but the drone lost power and was lost at sea.
1. DCI requests that efforts be made to firm up a date for a visit
by Representatives Mahon and Rivers to NPIC. (OGC)
2. DD/S&T is requested to keep DOD DD/R&E and the D/NRO
abreast of tests and development of the IR camera. Consideration
is to be given to tactical military applications of this capability.
