S. by Sir Kenneth Strong. DD/I noted the latest monthly report dealing with shipping to NVN. January's total of 46 port calls is the highest monthly figure since May 1965, but it is still not a major amount in the light of past shipping patterns. DD/I noted background pertaining to the article this morning by Joe Alsop rebutting recent New York Times reporting on fighting in Vietnam. DD/I noted the problem of overhead reconnaissance coverage of NVN and said that it has been recommended to COMOR to plan the next satellite mission in such a way as to provide maximum coverage of the China border area, Hanoi, and Haiphong. noted concern in the State Department over a current military operation by South Vietnamese forces in the DMZ. This was an operation planned unilaterally by General Thi in the I Corps area and was not checked with Saigon. It is in reaction to recent Communist activity in the vicinity. There was a clis igainn of +l,a implications of Thi's action. Acting DD/P noted report that Prime Minister Ky believes Thi may be engaging in anti- government maneuvers. He will undertake a study of India, Pakistan, and the great powers. DCI said he wanted to send a note of congratulations to Warfield noted various recent letters received by Air America commending the courage and abilities of Air America pilots. This has boosted Air America morale. Houston noted that the DCI will appear before the full House Armed Services Subcommittee on 7 March. Houston reported that the Zablocki Far East Subcommittee of the House Foreign Affairs Committee is planning hearings. Rusk and Bill Bundy will appear. The DCI has been asked to start off the hearings with a briefing on China on 15 March. Houston reported that Agency officers met with Senator Clark yesterday and displayed photography on Vietnam. Bross reported on the meeting with Pat Coyne yesterday in con- nection with arrangements for the briefings on Middle East matters of General Taylor and Professor Langer on 7 and 8 March. Coyne reported that the next PFIAB meeting will be 21 and 22 March. Bross and Coyne discussed the subject of the role of the Board in undertaking to refute charges made against the Agency. reported that training operations c ontinue 25X1 to proceed well. DCI asked to 25X1 ensure that Fink of DOD DD/R&E is also briefed. Acting DD/P reported on his and deSilva's meeting yesterday with Governor Harriman on Thailand. Harriman urged that the Agency submit its views on the way to combat the subversive threat there to Cooper and Komer of the White House staff, and he recom- mended that the DCI raise this at a future meeting of the Special Group CI or its successor. DDCI noted a telephone call from Secretary Vance. McNamara and Vance would like to pay a call on the Agency tomorrow to discuss our assessment of the U. S. bombing effort. Kent explained the status of work on this project. It will not be in final form for about one more week. DCI said it would be useful to try to defer the meet- ing with McNamara and Vance for another week and indicated that he would call the SecDef. DCI noted that he will attend a noon meeting of Cabinet-level officers with the President to discuss a new NSAM which will estab- lish a new Government procedure for dealing with matters previously the responsibility of the Special Group CI. ACTIONS: 2. DCI requests a copy of the transcript of the appearance of the Hungarian defector before the Rivers subcommittee. (OGC - When the transcript is available) 3.
