MEMORANDUM FOR THE RECORD
Morning Meeting of 2 March 1966
DDCI was in the chair. DCI was on the Hill.
DD/I noted completion of an updated and current internal memo
recapping U. S. and SVN air losses to date. Although the memo is
internal, copies have been made available to

Brigadier General Philpott, a SAC officer on TDY with the JCS.
Philpott is charged with evaluating ROLLING THUNDER operations
and wants advice on intelligence collection capabilities so as to know
what can and cannot be learned about the effects of ROLLING THUNDER
bombings against NVN targets.
Bross noted the request from Pat Coyne for certain basic materials
relating to subjects to be covered in briefings of Professor Langer and
General Taylor next week. It was agreed that it will be SOP for all
such requests to be brokered by Bross or~ rather than directly
from Coyne to Agency officers.

reported that the signs now indicate that yesterday's
Soviet lunar attempt, which failed, was probably intended as a
circumnavigation flight rather than a soft landing.
In answer to DDCI's inquiry, ~ said that the two dogs now
in orbit are expected to be deorbited on or about 20 March. DDCI
suggested that the status of this mission be covered periodically in
the President's Daily Brief.
Acting DD/P reported on yesterday's Special Group CI Meeting.
Acting DD/P noted a collision and resulting serious fire in the port
area of Istanbul yesterday. The collision involved two Soviet ships--
an oiler and a freighter.
Executive Director noted receipt of a letter to the DCI from Agri-
culture Secretary Freeman expressing thanks to three Agency officers
for briefings on Vietnam.
Executive Director noted that an Agency document has been prepared
in response to a recent request from the Knox Panel. Each Deputy
Director is asked to clear this document so that a deadline of 4 March
can be met.
Executive Director noted that General Bill Quinn has retired and
will be a Washington representative of the Martin Marietta Corporation.
DDCI reported that he had discussed with Moyers Senator Muskie's
recent speech in which he attributed certain information to the Agency.
Moyers knew nothing of the background of this.

DDCI noted word passed to the DCI yesterday by Clark Clifford,
who said that the President thinks highly of the accurate and timely
assessments provided by the CIA.in recent weeks. Singled out for
particular praise was Agency reporting on Uganda, Syria, and Ghana.
It was noted that it is useful to continue passing to Pat Coyne Agency
post-mortems of the reporting record on significant developments.
DDCI asked Kent to relay tol Ithe DDCI's thanks for
the0 memo assessing the recent Alsop article.

the Thailand subversive threat and preferred ways of meeting the
threat.
2. A-DDP is requested to ensure that the Vice President has
received reporting available to us on the anti-U. S. demonstrations
during the Vice President's visit in Australia including the role of
a U. S. student in these demonstrations. (DD/P - In the course of

3. All members of the Executive Committee are requested to take
steps as appropriate to pass the word to Agency employees that the best
guarantee for ensuring a continued high state of morale within the Agency
is to speak up in defense of the Agency and its work when appropriate in
the course of conversations with others.
