DDCI and DCI were at a White House meeting. DD/I noted completion of comments by the Agency on a recent FBI study concerning the situation in the Dominican Republic. The comments will be available for the DCI, who has not yet seen the FBI study. DD/I noted that next week some ten senior DD/I and ONE officers will take advantage of a recent invitation from NASA Administrator Webb to tour certain U. S. space facilities. Included in the group will be Godfrey. Godfrey reported on late press word that tanks surround the palace in Djakarta. These may be precautions during a burial today of a student killed in rioting yesterday. 25X1 reported on the state of health of Sherman Kent, who is suffering from the flu. Smith noted that the DCI wrote to the Secretary of Defense yesterday promising an estimate The NIE 25X1 will be done by May. DD/S noted a criticism by Laotian neutralist leader Kong Le that U. S. arms he has received are below standard. DD/S noted that these arms are provided via the Military Assistance Program and not the Agency. 25X1 0for SAVA reported that deSilva will return tonight. DD/P asked that word be passed to deSilva that he is to brief Representative Ogden Reid on the Vietnam situation on 1 March. Houston reported that BOB has circulated for comment Agency proposals for additional legislative authorities, all of which are amendments to the National Security Act. It was agreed that our policy on this is that we will support NSA in obtaining such authorities but that NSA cannot ride our coattails in getting them. DD/S&T reported the appearance in recent photography 25X1 of a large crater believed to be that caused by the large underground nuclear test recently. Nearby landslides wrecked several buildings. Executive Director read from a recent Presidential memo to all Heads of Agencies urging the fullest possible support for the Presi- dent's budget submitted to Congress. Executive Director noted a recent speech by Chairman Macy con- cerning equal employment opportunity. DD/S and the Inspector General are asked to make sure that the Agency does not lag in this field and that recommendations as appropriate are submitted for approval. 25X1 25X1 L. K.
