MEMORANDUM FOR THE RECORD
Morning Meeting of 24 February 1966
Executive Director was in the chair -- DCI and DDCI were at a
meeting at the White House.
R. J. Smith noted that preparations are underway for the Fulbright
briefing Friday. He also noted that there will be a session with Fulbright
sometime next week on China and North Vietnam.
reported that Dr. Kent was feeling better and probably
would be in the office tomorrow.
Bannerman reported that the Commo facilities
were functioning. This initiated a general discussion concerning the location
of the Commo relay facilities
and the antenna complex a short distance outside the city. He noted that the
Fairfax Planning Commission will be meeting soon concerning the petition to
construct multiple housing on the tract along the entrance to Headquarters
from Route 123. The Executive Director urged that this property be purchased
if possible. Bannerman also reported that he is seeking to ascertain who the
Agency officer was who suggested that the Boy Scouts not use a camp site
adjacent to Headquarters property.
Wheelon reported that
the Soviets will probably attempt to
recover the animals to study the effects of radiation.
FitzGerald initiated a discussion of ConGen Hong Kong =which 25X1
was a country team assessment of the Chinese Communist leadership's
belief that the U. S. was going to attack the mainland. It was agreed that the
DDI analysts will study this matter and possibly provide an analysis.
The Executive Director asked that the officers present ensure that
action memoranda and letters which are forwarded for the DCI or DDCI's
signature be more carefully reviewed. This initiated a general discussion
of the paper flow in the Office of the Director.
