Approved For Release 2009/04/10: CIA-RDP80B01676R001500090068-1 21 February 1966 Morning Meeting of 21 February 1966 of DDS&T/OSI gave a background briefing on the methodology employed in reaching recent new conclusions about the capabilities of Soviet HENHOUSE radars. DD/I noted a meeting of 17 February of Task Force LOOKOUT, examining signs of any introduction of surface-to-surface missiles in North Vietnam. A task force report of that date was tabled. DD/I observed that General Fitch, at USIB this week, will pro- pose USIB examination of reconnaissance over NVN. At the moment we are dependent upon drones and satellites. briefed on the Dominican Republic situation and said that, in answer to DCI's request, a new and revised listing of favor- able and unfavorable political developments there will be ready tomorrow. noted an AP bulletin that Sukarno had dismissed General Nasution today. There was a discussion of the background of this affair and the immediate prospects for a Sukarno-Army showdown. noted that deGaulle was conducting one of his semiannual press conferences today. Kent reported on a meeting between Agency officers and Science Advisor Hornig on 18 February in connection with Hornig's recent A letter is being pre- pared for the DCI to send to Secretary McNamara who requested a new SNIE on this subject. He noted work done in response to a request from Bundy to provide backup material for a speech on Vietnam made by Senator Muskie. reported that a preliminary assessment of new Cabinet changes in SVN shows, in general, a strengthening of the Government organization. Houston noted that the DCI will appear before the Mahon Sub- committee on 23 February. Items to be discussed include two recent withdrawals from the Agency Reserve and a world-wide intelligence briefing. Houston noted that the DCI is scheduled to appear before the Fulbright Committee on 24 February. DDCI said he would be meeting with Staff Assistant Marcy today and would try to learn more of what is to be discussed. DD/S&T said that al working group, looking 25X1 into missile problems, is meeting in Washington this week. DD/S&T reported on a joint Army/Navy/Air Force R&D meeting held in Puerto Rico last week and attended by the DD/S&T. Some of the subjects discussed hold some interest for us. They include ways and means of dealing with tunnels in Vietnam and using materials designed to identify Viet Cong; possibilities for a new type of special bombs and munitions; possibilities to improve voice communications DDCI noted a flurry of activity on 19 February growing out of a speech by Spruille Braden alleging introduction of missiles into Cuba. DDCI noted the continuing interest in the subject of Cuba and sug- gested that we look into and report on the Cuban problem weekly. It was noted that we continue to keep Cuban developments under system- atic review. He found it a good and worthwhile tour, with evidence of good cooperation existing. DD/S&T is requested to ensure that appropriate officials in the DOD DDR&E are advised of the new findings about HENHOUSE capa- bilities.
