DCI was out of town. DD/I noted and tabled a copy of a recent DIA newspaper advertise- ment seeking recruits. DD/I noted completion of a memo assessing the recent articles by NVN Party leader Le Duc Tho. The memo will be disseminated outside the Agency. DDCI commended the work done in responding to the recent Presi- dential request for information pertaining to the Dominican Republic crisis last spring. The study has been delivered to White House officers. Kent noted receipt of a letter to the DCI from the Secretary of Defense requesting an NIE Kent had called attention to an estimate on this prepared as recently as late January. 25X1 25X1 Kent noted receipt of a letter from of DIA. L3AI will retire soon and is seeking a position i the Agency. This led to a discussion of similar requests from retiring military officers. Executive Director pointed to the need to speak frankly and bluntly to these officers when they undertake to seek employment from us. The prospects that we can hire them are quite dim. DDCI concurred with this and asked that all such requests be responded to frankly and promptly. We have written to GSA about our interest and now appear to have the principal claim for perhaps as much as two hundred acres in the event they become available. Executive Director noted that the Federal High- way Administrator indicated recently that the BPR is not likely to make the property available. DD/S reported that response to Agency recruitment ads which attribute the need to the Agency specifically draw a greater quantity of responses than those which do not attribute the need to the Agency. The responses are under analysis to determine whether the quality of those responding is commensurate with the quantity. DDCI noted commendatory statements made by McGeorge Bundy recently concerning Bundy's admiration for the Agency's personnel policy. DDCI said he had explained to Bundy the unique Agency re- quirements for select personnel. DDCI urged that the Agency's personnel activities continue to function well. for SAVA reported on the highly successful 25X1 carried out in the field recently. DD/S noted and it was agreed that these tests and their results as well as their possible future applica- tion are highly sensitive and require continuing security. It was noted that there will be further testing carried out at in the 25X1 coming weeks. We intend to brief General Peers, SACSA, since SACSA facilities have supported our testing program. (See Action 2) reported that SAVA provides the Agency representation on the Economic Warfare Subcommittee of the Unger committee on Vietnam. A member of the staff of the House Subcommittee on Government Operations will meet with the Economic Warfare Subcom- mittee today. The House Subcommittee is looking into AID aspects. will attend and play the matter in low key. Houston noted that General Taylor today and Secretary Rusk to- morrow will appear before the Senate Foreign Relations Committee for further discussions of the Vietnam policy. Bruce in sum urged that this matter be kept out of political/ diplomatic arenas. Acting DD/P noted that an Agency officer, a JOT, at an exposed site in Laos is holding out with Meos under attack by enemy forces. The officer has burned his records. The beleaguered group is being supported by friendly jet strikes. Acting DD/P noted that Ambassador Lodge is a bit unhappy about the manner in which the appointment of John Hart as Chief of Station, Saigon was handled. DDCI noted that he would be making the closing address to the Midcareer Course tomorrow and would be addressing himself to the status of morale in the Agency which is contrary to that reflected by recent press articles. DDCI noted that the Agency has now touched base with Senator Russell, Representative Mahon, and the White House on the question of surfacing the Hungarian defector. Only the State Department re- mains. ACTIONS: 1. DD/S&T (Chamberlain) is requested to debrief Science Advisor Hornig and to do appropriate notes for the record on the debriefing. DD/S is to confer with DDP/CI Staff and to have the CI Staff contact Mr. Sullivan of the FBI to fill the Bureau in on the nd to invite FBI attendance at the forthcoming tests at (DD/S - In the course of the day) SAVA is requested to send a paper recapping the results of the recent tests to for the DCI.
