The Department is giving it wider dissemination. Acting DD/P asked for a copy of the study. DD/I noted an article by Joseph Kraft this morning containing an analysis of articles by a North Vietnamese Party leader, Le Duc Tho. Kraft believes the articles show a hawk-versus-dove battle within the NVN regime. OCI has a memo in the works. OCI does not agree with Kraft's conclusions. briefed on the situation in the Dominican Republic. The situation is bleak, and Garcia Godoy has little room for maneuvering. DD/S noted the incident reported in the press of the picketing at Grinnell College yesterday of a CIA recruiter who was on the campus. DD/S observed that the publicity could result in an increase in appli- cations for Agency employment. Houston reported that Representative Stratton of New York has requested a background briefing on Vietnam. This will be done in low key by an OCI officer, probably Houston noted that Representatives Zablocki and Teague are among three Congressmen that are going to the Philippines and Vietnam. ~ / 25X1 Houston noted that the Veterans of the OSS Dinner is planned for 21 March in New York. The Donovan Award will be given to DCI and DDCI have been invited. Taylor and Langer constitute one of the PFIAB's various panels. It was agreed that Bross would arrange these briefings so as to ensure that all appropriate components of the Agency are in attendance to field questions as they come up. Bross reported on his meeting with Secretary Vance yesterday in connection with the report on early warning. Among topics discussed, Vance indicated some concern with the number of current intelligence publications from various agencies in the Intelligence Community. This relates to the DCI's concern expressed at the meeting yesterday morning. It was agreed that DD/I and NIPE will be in touch in the course of a look at this problem. One aspect of the problem is the amount of raw current intelligence data disseminated within the Government. DD/S&T reported that it was necessary to discuss at tomorrow's 303 Committee Meeting the Agency proposal to resume TACKLE operations which were stood down during the recent bombing pause in Vietnam. DD/S&T re orted that there has been some clarification of the NSA position o It is not now thought to be as adverse a position as first thought. DDCI reported briefly on the luncheon meeting yesterday with Ambassador Green, Green so noted that the Embassy now estimates some 300, Indonesians killed since 1 October, most of them Com- munists. Kent said that Green will be coming to the Agency on 18 February for discussions with the Board of National Estimates. The next step is to confer with the White House. DDCI said he would try to see Moyers or Bundy. DDCI reported on the session with the Mahon group yesterday. Mahon himself bowed out of the meeting early because of the death of a Congressional colleague. The session continued with DDCI briefing Representative Lipscomb and staff director Michaels. DDCI reported on a conversation with James Reston of the New York Times. DDCI had made the point that there is no dearth of information available to us on Communist China nor is there any lack of Chinese experts within the Government. The impact of this state- ment on Reston is reflected in Reston's column this morning. DDCI commended OCI for its fast analysis and reporting on the indications that a new and improved mobile SAM equipment is available in NVN. He asked about the details of this system and what it portends and was given a fill-in. (See Action 2) ACTIONS: 1. C/BNE and DD /I are asked to inform D/DCI/NIPE of their meeting with yesterday. There should be some note made for the record of the import of these discussions. 2. Acting DD/P is requested to check with the Saigon station to determine whether there is any collateral evidence available on the presence of the improved SAM equipment (GANEF) in NVN. DD/I is to task NSA and NPIC with seeking verification of the presence of this equipment and is to ensure that this week's Watch Committee report contains reference to this equipment.
