MEMORANDUM FOR THE RECORD
Morning Meeting of 1 February 1966
The DCI commended all hands who were involved in keeping the
Agency functioning during the blizzard. DDP particularly commended
the transportation personnel.
R. J. Smith tabled the World Reaction to the Resumption of the
Bombing in North Vietnam. He also noted a DDI publication which
assessed government instability and coup plotting in Africa.
He noted the rioting in Kerala. He reported
that all the Agency publications to date have now been delivered, there
having been some delay due to the storm.
Kent reported that the SNIE on reactions to the bombing in North
Vietnam would be ready for USIB this week.
requested guidance as to when the Watch Committee
meeting should be held this week. DCI suggested regular time on Wednesday.
He also reported that a proposal for U-2 coverage of would be 25X1
forthcoming shortly.
Bannerman reported on the status of snow clearing at various
Agency buildings.
Houston noted that Congressman Wayne Hays had included in

The Executive Director noted the civilianization of an NSA site
this being a part of a long range plan. He also noted that
O/DCI was developing a list of personnel who, due to their accessibility
to main roads, could get to the Agency rapidly in an emergency.
