Smith reported that public statements issued by North Vietnam show no change in its position concerning the war and negotiations. Smith also noted Castro's speech last night in which he cited the end of a Cuban-ChiCom rice-for-sugar trade agreement and thus indicated an end of the Cuban romance with the ChiComs. Sheldon reported that the Turks now insist that the issues involved in peripheral reconnaissance operations in the Turkey area be dis- cussed at Government-to-Government level. Technical study of this problem has caused slippage in technical questions involved in the problem of coordination of U.
