Morning Meeting of 13 December 1965
Dof FMSAC gave a background briefing on the ChiCorn
missile program.
DD/I referred to a White House request for a memo on West
German views on nuclear sharing. The memo is background for the
forthcoming visit by Chancellor Erhard. DD/I said this would be
given limited distribution to State and Defense officials. DCI sug-
gested that be given a copy for Secretary McNamara.
DD/I noted completion of a memo on the progress and short-
comings in the Dominican Republic. This was done jointly between
DDP/WH and OCI and incorporates See Action 1)
DD/I noted an NPIC report on new equipment being employed at
NPIC. The equipment includes high performance stereo viewers.
DD/I noted continuing NSA reporting in the current intelligence
field. This led to a discussion of the analysis and reporting effort
at NSA. DCI said that on balance he thought this NSA work was worth-
while but needs to be kept under continuous study. He said he may
discuss this subject with General Carter. (See Action 2)
R. J. Smith briefed on the Indonesian situation. It begins to
appear that the Army is showing sufficient initiative to best Sukarno
in the current confrontation. DD/P noted effective Army work in
diminishing the capabilities of the PKI.
Kent reported on the status of the SNIE on Vietnam passed by USIB
on 10 December. There was a good deal of weekend work in arranging
the footnotes of dissent. The SNIE was disseminated on 11 December.
Kent reported that two annexes to this SNIE will be before USIB this
week, one on casualties and the other on Gambodia as a Communist
supply base.

DD/S&T reported that hia scheduled visit ith Alexis
Johnson last week had been washed out by poor weather. He noted that
he had visited a Hughes company which is working on learning machines.

DD/S&T reported on last week's CORONA failure due to faulty
gas supply. Both packages were recovered. Exploitable film will be
at a minimum. The next scheduled CORONA launch is 17 Decem r.
There was a discussion of current problems in
program.
DD/S&T reported that the third and last R&D briefing by the mili-
tary will be given here tomorrow by the Navy. DD/S&T will take a
reading of available seating within the briefing roam and will notify
each Deputy Director as to the number of Agency officers that can be
accommodated. (See Action 4)
DDCI noted that Mr. McCone had requested that our Office of
Security coordinate with the FBI in connection with the hotel burglary
over the weekend.

Agency for a lunch to discuss this subject; (c) DD/S&T has in the works
a memo dealing with intelligence requirements from military R&D
components; (d) Kent has in the works a memo assessing ChiCom
estimates of likely U. S. courses of action in the event of Chinese
intervention in STietnam; (e) Arrangements are being made to provide
the DD/I with additional slots far China analysts; (f) DD/S&T has com-
pleted letters for the DCI's signature pertaining to the establishment

of a panel of nuclear experts to provide advice to the Agency. The
next panel to be established will deal with electronics. DD/I has
forwarded a memo dealing with the projected use of social science
consultants.
ACTIONS
1. DD/I is to prepare a covering note for DCI's signature and a
list of recommended recipients in connection with dissemination of
the memo on the Dominican Republic. (DD/I - In the course of the

2. D/DCI/NIPE is requested to examine and keep under review
NSA's current intelligence efforts and to look into the cost of this as
compared with its usefulness to the Community. (NIPE -Status
report by 1? January)
3. DD/S&T and DD/S are requested to collaborate in arranging
to keep the Agency abreast of work being done in the fields of learning
machines and teaching machines. (Statue report by~:Y` February)
4. DCI requests that each Deputy Director ensure that those
named to attend the Navy R&D briefing tomorrow actually appear and
remain throughout the briefings.
5. Looking ahead to his meeting with the Director of the Bureau
of the Budget on 15 December, DCI requested preparation of a "short,
punchy, factual" statement far his use in arguing for Agency money
and manpower requests. The paper should emphasize the savings we
have accomplished and the programs we have cut back. It is to include
the NPIG case and is to show the number of people seconded to other
agencies at their request on a nonreimbursable basis. (ExDir)
