MEMORANDUM FOR THE RECORD
Morning Meeting of 26 November 1965
of OCI gave a background briefing on East Germany.
It was noted that George Denney of INR wants to discuss in
executive session with USIB the speech made by Senator Jackson on
expansion of Soviet fissionable materials installations.
Noting that the Secretary of Defense is currently abroad in Europe
and is planning to travel to Vietnam, inquired about the ad-
visability of moving ahead on a meeting with Secretary Vance on 3 0
November to discuss OXCART deployment to the Far East. DCI said
he will try to confirm this with Vance. To be ready for a 30 Novem-
ber meeting is an ONE paper on reactions and consequences in Com-
munist China and North Vietnam.
Houston reported that arrangements have been made to brief
Senator Symington, prior to his forthcoming trip to the Far East,
at his office on the Hill this morning at 1100. (See Action 2)
was agreed that DDS&T would study this matter with a view toward
recommendations for the DDCI and/or DCI.

DDP rei)orted on details of the conversation recently between
and Representative Teague.
DDCI gave DCI a proposed letter to General Wheeler to cover
answers prepared by JAEIC in response to General Wheeler's
questions regarding nuclear proliferation and intelligence capabilities.
DCI asked how many PAVN regiments are accepted as being in
South Vietnam. The answer was seven and possibly nine. The over-
all strength figure is held to be 10, 600.

particularly the counter intelligence
In answer to DCI's inquiry, the Executive Director reported
that BOB Director Schultze and his staff are to gather tomorrow to
review the CIA budget. A meeting between BOB and DCI is expected
in a week or so. The Executive Director will meet with BOB officials
prior to the meeting with the DCI to refine the issues. DCI advised
that every effort be made to prepare the fullest justification for our
programs.
ACTIONS:
1. DCI directed completion by close of business today of a paper
being prepared in ONE on two POL facilities in North Vietnam and

the implications of these as targets for air strikes. (DDI)
2. Houston is to advise Senator Symington today of DCI's willing-
ness to meet with him this afternoon. Houston is also to suggest that
the briefing of Senator Symington be held in the Armed Services office
area rather than the Senator's office so as to ensure the best available

DCI asked that the DDI in consultation with DDP take a look at
25X1 from the Dominican Republic and our own publications
the Dominican situation is being covered

3. DCI asked DDS&T and DDI to ensure that we receive intelli-
gence requirements from those in the Army and Navy who have agreed
to brief Agency officers on Army and Navy R&D programs. DCI
recommended that the Collection Guidance Staff play an active role 25X1

6. Notin that an ex-Agency employee,
is attempting to re-establish contacts with friends
in the Agency, DDCI suggested that word be passed at staff meetings
that this and other such efforts be referred 25X1

7. DDCI noted that he would call a meeting sometime next week
to discuss the Agency's work in research and development fields.
All Deputies will be invited. The principal R&D officers in each

8. Citing an item of news on the radio this morning concerning
an alleged plot against Ambassador Bennett in the Dominican Republic,
DCI asked to be advised on the details of this. (DDI - In the course of

10. DCI referred to recent press accounts of a forthcoming meeting
of representatives from various Communist countries to be held in
