Approved For Release 2009/05/22 : CIA-RDP80B01676R001500110038-1 25X1 6 October 1965 MEMORANDUM FOR THE RECORD Morning Meeting of 6 October 1965 lof OCI gave a background briefing on Rhodesia, Zambia, and Malawi. DD/I reported that Agency officers are maintaining close and continuing business associations with DD/I referred to completion of the semiannual report on production of aircraft in Communist countries. The DCI wants to see a copy. DD/I briefed on the SOVMAT procurement program and some of the successes it has achieved. DD/I reported completion of an updated memorandum, in response to DCI's request yesterday, on the possibility of air-to-air missiles for MIG's in the Southeast Asia area. DCI wants to see a copy. (See Action 1) DD/I referred to an agreement recently reached to expand a chapter in the NIS series on subversion and counterinsurgency so that this might serve as a counterinsurgency handbook for U. S. military commands abroad. Consolidation of this effort is expected to result in some cost savings, primarily in the Pentagon. (See Action 2) DD/I noted completion of a new NIS on Soviet naval forces. DCI wants to see this. In answer to DCI queries earlier this morning, provided further information on the SS-11 ICBM and on the oil pipe- lines in Iraq. There was a discussion of the loss of a U. S. aircraft said by the ChiComs to have been shot down over China. The facts remain murky. DD/S reported that he had contacted Governor Kohler yesterday. The Governor will come to the Agency on 20 October. DCI asked that a program be arranged for his visit, to include a tour of NPIC and a meeting with the DCI. (See Action 5) DD/S reported that a Commo team has completed installa- tion of 25X1 25X1 Houston reported on discussions yesterday 25X1 The legal aspects are nodtticuit and 25X1 it is fully understood that no money xt year. DCI agreed to inform Clark Clifford in the event 25X1 should raise the matter with Clifford. Houston reported that Clarke and Warner are seeing Darden on the Hill this morning to provide budget information as requested of Darden by Senator Russell. Houston noted that Congressman Zablocki would be here for breakfast tomorrow. Parrott reported progress in CIA-DIA development of terms of reference for a joint survey of U. S. PI facilities. Executive Director observed that a 1 December deadline would probably not be met. Executive Director reported receipt of a letter indicating that the BOB plans to put an end to nonreimbursable details from one agency to another. Executive Director reported that there will be a training course in programing and budgeting at Monterey, California, from 25 October through 19 November. At least two officers from each agency are requested. Executive Director will circulate word to Agency components asking for candidates. DCI said that he inclines toward the Air Force view in NIE 11-8 that there is likelihood of a Soviet effort to develop a follow-on to the blinder supersonic bomber since such a follow-on would be of great importance in anti-ship operations. ACTIONS: 1. DCI wants to send a copy of the updated memorandum on the possibility of air-to-air missiles for MIG's, with a covering note for his signature, to General McConnell and Admiral McDonald. DCI asked that the cost savings resulting from the agreement to expand counterinsurgency portions of the NIS be computed and made available to him for his budget presentation. (DD/I -- 15 October) 3. Noting the recent successes with SS-11 firings, DCI wants to know whether the Hyland Panel at its recent meeting considered the implications of storable liquid fuels. (DD/S&T -- in the course of the day) 4. DCI asks that arrangements be made to include a liquid fuel expert on the Hyland Panel. (DD/S&T -- 1 November) 5. Upon being informed by DD/S that the latter had been in touch with Governor Kohler yesterday and that Governor Kohler would visit the Agency on 20 October, DCI asked that a program be arranged for the visit, to include a tour of NPIC and a meeting with the DCI.
