MEMORANDUM FOR: Deputy Director of Central Intelligence
SUBJECT . Basis of the Requirement for Submission of Succession
Lists
1. This memorandum is intended to furnish information concerning the
background, origin, and requirements for preparation and submission of
lists of successors to command of this Agency in the event of casualties
incident to emergency relocation of the headquarters precipitated by enemy
action.
2. In November of 1950, President Truman designated two members of
his staff, Mr. David Stowe, Special Assistant, and Admiral Robert Dennison,
U.S.N., Naval Aide, to coordinate the collective planning of the Executive
Branch for continuity of Government in the event of enemy attack (emergency
relocation planning). They carried out this responsibility through a
secretariat which was attached administratively to the National Security
Resources Board. Original .y, participation was limited to seven sensitive
security agencies, consisting of the Department of Defense, the Department
of State, the Central Intelligence Agency, the Federal Bureau of Investiga-
tion, the Federal Civil Defense Administration, the Office of Defense
Mobilization, and the Atomic Energy Commission.
3. At a meeting of emergency planning representatives of these seven
sensitive security agencies held in October 1951, Mr. Stowe announced that
President Truman had directed him to prepare a handbook to be kept on the
President's desk containing information about the relocation sites of the
agencies and including, among other things, a list of succession in command
in event of casualties occurring as an incident to enemy action. Accordingly,
it was directed that this information be submitted by each agency on a form
provided for the purpose, NSRB Form 167. The first such report from this
Agency was prepared and submitted on 1 December 1951-
4. With the coming of the Eisenhower Administration, the original
committee of emergency planning representatives of the seven sensitive
security agencies was expanded to include representation from all depart-
ments and agencies of the Executive Branch. In June 1954, the responsibility
for coordinating emergency planning was transferred from the National Security
Resources Board (which was dissolved) to the Office of Defense Mobilization,
where it resided through the 1958 merger of that office with the Federal Civil
Defense Administration, which produced the Office of Civil and Defense
Mobilization, the name of which was changed by the Congress to The Office of
Emergency Planning in September 1961. The Office of Emergency Planning now
has the responsibility.

5. The requirement for periodic submission of succession lists from
all elements of the Executive Branch, including our Agency, has remained
continuous throughout all of the organizational changes described above.
After the responsibility was transferred to the Office of Defense Mobiliza-
tion the requirement was restated in a letter to the Director of Central
Intelligence from Dr. Arthur S. Flemming, Director of the Office of Defense
Mobilization, dated 11 October 1954, in which he requested the information
which previously had been submitted to NSEB, including the succession list.
Thereafter, periodic requests for the succession list alone (without the
other statistical information previously submitted on the forms) have been
made by ODM and -its successor organizations in the form of letters directed
to the CIA Emergency Planning Officer. The most recent of these letters,
dated 22 May 1961 and written by the Deputy Assistant Director of OCDM for
Continuity of Government, calls for continuous future submission of all
changes in our succession list. A copy of this letter is attached hereto.
6. The responsibility for keeping this information posted in the
Presidentts handbook now is carried out by the Director of the Office of
Emergency Planning, as successor to the duties and responsibilities of his
predecessors, and passed on to him by operation of law and by the terms of
Executive Order 10952, dated July 20, 1961, which effected the transfer of
pertain civil defense functions to the Department of Defense, and restated
the mission of the Office of Emergency Planning.
